QF Projects

The Qualifications Framework (QF) was launched by the Education Bureau (EDB) in 2008. The QF is a seven-level hierarchy covering qualifications in the academic, vocational, professional and continuing education sectors, to promote and support lifelong learning with a view to continuously enhancing the quality, professionalism and competitiveness of Hong Kong's workforce. The HKIB's qualifications are aligned closely to the Qualifications Framework (QF) of the Hong Kong SAR and are benchmarked at Level 4 (Associate degree) to Level 6 (Master degree).


The EDB has also assisted different industries, including the banking sector, to set up their Industry Training Advisory Committees (ITAC). ITACs play an advisory role on manpower development through offering advice to the government and their related industries.


Recognising the importance of the QF to the sustainable growth of the Banking industry, the HKIB has been giving full support to the Project through its membership of the ITAC and its role as the convener of two ITAC sub-committees – the Education & Training Sub-committee and the Publicity & Promotion Sub-committee.


We were appointed by the Education Bureau as the Professional Writer of the Specification of Competency Standards (SCS) for Retail Banking and the SCS for Corporate/ Commercial Banking in 2007 and 2010 respectively. The SCS sets out the skills, knowledge and competency standards required of the practitioners to perform various job functions in their industries effectively. It also serves as a useful benchmark and reference for education and training, and is adopted by employers and human resources managers for the development of in-house training programmes, competency-based job specifications, staff performance appraisals and recruitment criteria, among other things.
