
To support Macao’s “1+4” strategy for moderate economic diversification, the fifth phase of the initiative builds upon and enhances the foundation established in the fourth phase. It continues to prioritise funding for courses and certification examinations in areas such as vocational skills, life skills, arts and humanities, and sports and health. The overarching aim is to create favourable conditions for lifelong learning, encouraging residents to pursue continuous education and professional development. This not only strengthens individual competencies but also contributes to the development of a learning-oriented society and supports the broader goals of Macao’s diversified economic growth.

To be eligible for reimbursement under the Scheme, applicants must be:

Applicants must log in to the designated portal personally to complete the application form, upload the required documents, and submit the application. Upon successful submission, a confirmation SMS and email will be sent by the system.
Applications must be submitted using the applicant’s own account. Submissions on behalf of others or using another person’s account are not permitted.
If suitable equipment is unavailable, applicants may visit the DSEDJ (Education and Youth Development Bureau) to use the provided facilities. However, all actions must still be completed by the applicant in person.
Applicants are required to pay the certification examination fee in advance and submit the subsidy application within 180 days from the date of the examination.
When applying for the subsidy, the following documents must be submitted:
a) Proof of Payment for Examination Fees
An official receipt or valid proof issued by the certifying body or its authorised agent.

The DSEDJ will issue a decision notice within 45 days from the last day of the month in which the application documents are received.
